Background
Eric Kuhn was appointed as Executive Director in 1997. He has worked for SEOEMS since 1980, starting out as a basic Emergency Medical Technician stationed at Rome in Lawrence County. He has also held the positions of dispatcher, paramedic, Director of Communications, Director of Operations, and was appointed interim Executive Director on two occasions prior to his permanent appointment.
In addition to his EMS training, Mr. Kuhn holds an Associates Degree in Pre-Hospital Emergency Services management from the University of Rio Grande. Mr. Kuhn attended Marshall University, majoring in Broadcast Journalism and Public Relations. He also holds various certificates in electronics and communications and serves as an instructor for the APCO Telecommunicator course. Currently, Mr. Kuhn is enrolled in Rio Grande University’s Public Administration Degree program and working towards his Bachelor’s Degree.
Duties
The Executive Director is the chief executive officer of SEOEMS, and is appointed by the Board of Trustees, in accordance with R.C.307.054. He is responsible for all services delivered by the joint emergency medical services district, and serves as Secretary of the Board.
The Executive Director is the appointing authority, and responsible for all personnel decisions, including hiring, firing, promotions, and transfers.
Reporting directly to him are the Operations Director, Training Director, Human Resources Director, and the Administrative Assistant.
In addition, the Executive Director recommends policy to the Board, and by supervision and direction of the executive staff, implements policy and procedure so that the mission of SEOEMS is accomplished effectively. The Executive Director works closely with the district's Board of Trustees, legal counsel, the county commissioners of the participating counties, and various agencies. He also coordinates with hospitals and health care facilities to make sure that the best care is delivered in the best possible way. The Executive Director works on the development of the annual budget, approval of expenditures, review of complaints and negotiations with the District's labor organization, the United Mine Workers of America, Local 490. Mr. Kuhn also serves on the 911 Continuing Technical Advisory Committee in Athens County.
